Seven case studies—from Bolivia, Colombia, Indonesia,Mexico, Nicaragua, Taiwan (China), and Turkey—demonstratethe feasibility of conducting rigorous impact evaluations indeveloping countries using randomized control designs. Thisexperience, covering a wide variety of settings and social programs,offers lessons for task managers and policymakers interestedin evaluating social sector investments. The main conclusions are: first, policymakers interested inassessing the effectiveness of a project ought to consider arandomized control design because such evaluations not onlyare feasible but also yield the most robust results. Second,the acute resource constraints common in developing countriesthat often make program rationing unavoidable also present opportunitiesfor adopting randomized control designs. Policymakers and programmanagers need to be alert to the opportunities for buildingrandomized control designs into development programs right fromthe start of the project cycle because they, more than academicresearchers or evaluation experts, are in the best positionto ensure that opportunities for rigorous evaluations are exploited.   相似文献

In most of the developing world the education of women lagsbehind that of men. This could come about from a lack of parentaldesire for educated daughters or from a perception by the parentsthat there is a lower net return to education for girls. Therelation between gender and education in rural Peru is exploredusing data from the 1985–86 Peru Living Standards Survey.A model of educational choice is developed. The estimated demandfunctions are used to assess the impact of user fees on demandand revenues. The empirical evidence indicates that parentsare more willing to pay for reduced travel time to secondaryschool for boys than for girls. However, parents are willingto pay increased fees for girls' schooling sufficient to generateteachers' salaries.  相似文献

Hofstede's Value Survey Module (VSM) identifies fundamental differences in the way people in various countries perceive and interpret their worlds. After adjusting value scores on the basis of demographic features of samples in the present study, values between subcultural groupings in four Chinese-populated regions (Taiwan, Beijing, Hong Kong, and Wuhan) were compared, and strong subcultural differences revealed. A methodology is proposed to facilitate VSM comparisons using limited, secondary data sources. Propositions concerning subcultural differences are suggested on the basis of the findings.  相似文献

This paper investigates changes in factors bearing on technology adoption decisions in small manufacturing firms. It is hypothesized that, as a firm's experience with technology increases and its technological capabilities grow, the decision process is gradually modified and puts more weight on those factors which are more closely related to the true potential of the technology. An empirical study shows the more innovative firms to have an outward orientation dominated by clients and suppliers, and to pay more attention to the added flexibility brought about by new technology. It is also shown that functional groups within the company play a more important role in the decision-making process.  相似文献

This paper explores the nature of competitive assets that are based on control of part of a market's infrastructure using a case study of the U.K. frozen food market. Following an argument due to Stigler, the thesis of the paper is that such assets are inherently transitory, and that positions of market leadership based on them tend to erode. Public policy towards youth employment and training in Britain during the past decade has been dominated by two themes: the quest to reduce youth relative pay, as part of a wider deregulation of the labour market, in order to increase access to jobs and training: and the neglect of apprenticeship in favour of the Youth Training Scheme. This paper analyses these policies in an institutional framework informed by the results of a recent research project on youth activity in industry in major EC economies (Marsden and Ryan 1986, 1988, 1989, 1991).
The policy debate in Britain has tended to focus upon the effectiveness of lower youth pay at improving youth access to jobs and training (Wells 1983; Jones 1985; Junankar and Neale 1987). We accept the efficacy of lower youth pay but question its institutional viability. Youth employment and training policies must be well grounded in labour market institutions in order to achieve success. We argue that neglect of the institutional context accounts for the lopsided and partial success resulting from current policies in Britain, and that the revitalization of apprenticeship, either as such or in the equivalent form of a strongly upgraded public training scheme, has a great deal to offer.
We begin with an outline of the relevant institutions. We trace their implications for outcomes in the youth market, contrast the divergent institutional directions taken by West Germany and the UK, and finally assess contemporary British policy towards youth activity in general and apprenticeship in particular.  相似文献

Abstract
Most studies of the management of the technological innovation process cover the range of activities that culminate in the commercial introduction of a new product. In certain sectors of industry, however, especially those characterised by extended product lifecycles, continued competitiveness depends on vigorous and continuous product improvement, i.e. on the process of 're-innovation' to satisfy evolving user requirements. Ongoing research at SPRU has investigated the process of re-innovation in a number of industry sectors, and the paper presents material relating to two of the characteristic patterns of re-innovation identified in this research.
The first characteristic pattern is re-innovation combining the existing with the new. Two brief case studies are presented. In both cases, the manufacturer and customer gained significant benefits from this re-innovation strategy. For the manufacturer there were reduced development and testing costs, scale and learning curve benefits, distributed inventories of spares and servicing experience. For the customer there were familiarity benefits and reduced entry risks associated with proven reliability of parts and sub-systems.
The second, and more general pattern of re-innovation is based on the concept of the 'robust design'. This is a basic design which has sufficient inherent technological slack or flexibility to enable it to evolve into a significant design family of variants. Product design families offer the producer economies of scale in R&D, manufacturing, marketing and sales and servicing. They offer the user learning from experience, the enhanced possibility of user-inspired modifications, a wider range of price/ performance packages and rapid adaptations to changing environments. Robust designs can effectively combine economies of scale with economies of scope; they are strategically more flexible than leanly configured designs which satisfy only transient user requirements.  相似文献

The presence of traders with superior information leads to a positive bid-ask spread even when the specialist is risk-neutral and makes zero expected profits. The resulting transaction prices convey information, and the expectation of the average spread squared times volume is bounded by a number that is independent of insider activity. The serial correlation of transaction price differences is a function of the proportion of the spread due to adverse selection. A bid-ask spread implies a divergence between observed returns and realizable returns.
